Question of the Day: How do we stop litter?

Here is the Question of the Day:

Between its maintenance and operations employees, various volunteer programs and efforts from the Department of Correction’s inmates, the Delaware Department of Transportation says more than 59,000 bags of litter were collected from roads last year. That’s part of over 216,000 bags of trash removed since the launch of the Keep DE Litter Free initiative in 2019. What should be done to inspire people to reduce littering in the First State?
