DOVER — It’s still an open field for those wishing to make a bid to represent the 1st District on City Council.

As of Tuesday afternoon, no one had filed for candidacy in a Nov. 16 special election to fill the vacant seat left open when former Councilman Matthew Lindell announced his resignation in September.

The deadline to file for candidacy is 4:30 p.m. Monday. To file online, visit cityofdover.com/elections and select the “Solicitation of Candidates” tab.

To file in person, visit the City Clerk’s Office at 15 Loockerman Plaza.

Those interested in running must live in the 1st District, which roughly covers the western portion of Dover. A map of the districts is available here.

The oath of office for the winner will be administered during council’s Dec. 13 meeting. Gerald Rocha also represents the 1st District.

Whoever is elected will fill out the rest of Councilman Lindell’s term, which ends May 8, 2023.

If no one files for candidacy by the filing deadline, the election process would restart, according to Megan Ramsey, administration assistant for the city. A new filing deadline and election date would need to be selected and approved by council. This process would repeat until someone or multiple people file for candidacy.

The deadline to register to vote in the special election is Nov. 6. A voter must be a citizen of the United States, a resident of the 1st District and at least 18 years old.

The special election will be Nov. 16 from 7 a.m. to 8 p.m. at Elks Lodge 1903, 200 Saulsbury Road.
