Michele Ennis departs as Wicomico Finance Director

Michele Ennis, the appointed but never confirmed Finance Director for the Wicomico County government, left her post last Wednesday.

The county’s former Human Resources Director, she was at the center of a battle between the County Council and County Executive Bob Culver, who never formally submitted her name for approval.

Though, under the County Charter,  department heads require a majority council vote to hold their administrative positions, Culver used his own interpretation of recent charter amendments to withhold several department-head nominations.

Ennis played a role in the development of the just-enacted fiscal 2021 budget. Her signature was included on the county’s formal budget document.

In July 2017, a pay raise that Culver had awarded her as Human Resources Director was questioned in an independent county audit, which triggered a fight between the executive and the council.

Ennis began her career with the county's Finance Department in 2003. Originally a Finance Specialist, her duties were concentrated in payroll functions.

A Parkside High School graduate, Ennis holds a bachelor’s degree in Accounting from Salisbury University, a master’s in Human Resources Management from Wilmington University and a doctorate in Philosophy in Organizational Leadership from the University of Maryland Eastern Shore.

She is a Certified Public Accountant candidate and a member of Government Finance Officers Association.

Under the leadership of Acting County Executive and Director of Administration John Psota, the county government is currently advertising to hire the Finance Department’s top posts -- the Finance Director and the Deputy Finance Director.
