Magnolia drug investigation ends with four arrests

MAGNOLIA — Delaware State Police said Madalynn Webber, 18, of Camden, Phillip Cubbage Jr., 23, of Dover, Justin Webber, 21, of Magnolia, and Ronald Webber, 20, of Magnolia, were arrested on drug and weapon charges Wednesday in the conclusion of an investigation.

According to authorities, Justin Webber and Ronald Webber were suspected of dealing drugs from a vehicle while being surveilled by police at the Liberty gas station at 50 West Birdie Lane. Troopers contacted the duo and smelled a strong odor of marijuana coming from the vehicle, police said. Both occupants were then detained.

Also inside the vehicle were two children, ages 6 and 11 months, who were later turned over to a guardian. While taking Ronald Webber into custody, a loaded 9mm handgun was located in his possession, police said.

During a subsequent probable cause search of the vehicle, troopers discovered approximately 114.28 grams of marijuana, two electronic scales, approximately 66.5 ml of THC oils, 22 rounds of .38 caliber ammunition and 48 rounds of .22 caliber ammunition, police said.

Troopers continued the drug investigation which led them to a residence in the 500 block of Hollering Hill Road in Camden. Ms. Webber and Mr. Cubbage were contacted at the residence.

A search of the residence was executed and led to the discovery of multiple firearms and illegal drugs, along with over $10,500 in suspected drug proceeds, police said.

Justin Webber was charged with possession with intent to distribute a controlled substance, second-degree conspiracy and endangering the welfare of a child (two counts). He was arraigned in Justice of the Peace Court 2 and released on his own recognizance.

Ronald Webber was charged with possession of a deadly weapon during the commission of a felony, carrying a concealed deadly weapon, possession of a deadly weapon by person prohibited, possession of a destructive weapon, possession with intent to distribute a controlled substance, second-degree conspiracy and endangering the welfare of a child (two counts). He was arraigned in JP Court 2 and released on his own recognizance.

Madalynn Webber was charged with possession with intent to distribute a controlled substance in Tier 2 and Tier 3 quantity (three counts), possession of a deadly weapon by person prohibited, possession of a controlled substance in a Tier 1 quantity, second-degree conspiracy and possession of drug paraphernalia. She was arraigned in JP Court 2 and released on her own recognizance.

Mr. Cubbage was charged with possession with intent to deliver a controlled substance in Tier 2 and Tier 3 quantity (three counts), possession of a deadly weapon by person prohibited (two counts), possession of a controlled substance in a Tier 1 quantity, second-degree conspiracy and possession of drug paraphernalia. He was arraigned in JP Court 2 and committed to Sussex Correctional Institution on a $57,500 secured bond.
