John Cannon regains control of Wicomico council leadership

Republican John Cannon regained his post as Wicomico County Council President on Monday night after fellow Republican Larry Dodd failed to get the four votes needed to remain in the post.

During the council’s annual reorganizational meeting, Democrat Ernie Davis was also elected Vice President. Cannon is an at-large council member, while Davis represents Wicomico’s District 1.

Davis recently announced he is running for County Executive, which would force his exit from the council next year, win or lose.

Dodd replaced Cannon a year ago when – citing professional work responsibilities – Cannon sought to move into the Vice President’s post.

The council, however, selected Parsonsburg Republican Joe Holloway for that spot, who will now make way for Davis.

Dodd, a retired Salisbury Fire Department leader, lives in Salisbury and represents southeast Wicomico, including Fruitland.

The Council President runs the twice-monthly meetings, leads Wicomico’s legislative branch and sets the board’s agenda.

Democratic Councilman Bill McCain nominated Cannon for the leadership post. Cannon received affirmative votes from himself, McCain, Josh Hastings and Davis.

Holloway nominated Dodd to retain the post, but Dodd received votes from just three members – Dodd himself, Councilwoman Nicole Acle and Holloway.

The votes aligned in the same manner for Davis’ selection.

Holloway nominated Acle for Vice President; she received three votes – from herself, Holloway and Dodd.

Davis received votes from himself, Cannon, Hastings and McCain.

Holloway is the council’s longest-serving member. First elected to represent District 5 in 2006, he previously served as Vice President for a year in 2010-11. He was the Council President in 2011-12.
