Dover man charged with weapon, drug offenses

DOVER - Leroy Fleming, 39, of Dover, was arrested on weapons and drug charges Wednesday afternoon following a traffic stop, police said.

Dover police spokesperson Master Cpl. Ryan Schmid said that at approximately 12:47 p.m., an officer saw Mr. Fleming driving a vehicle in the area of West Division Street and South New Street while using a cellular device without utilizing handheld equipment.

A traffic stop was conducted, police said, and upon contacting Mr. Fleming, officers detected an odor of marijuana coming from inside of the vehicle. A vehicle search located 200 grams of marijuana and a stolen .357 revolver, police said.

Mr. Fleming was taken into custody without incident.

Mr. Fleming was charged with possession offenses including firearm by person prohibited, stolen firearm, with intent to deliver marijuana, controlled substance in Tier 1 quantity, and drug paraphernalia, along with carrying a concealed deadly weapon, operating a vehicle while using a cell phone and failure to have insurance identification in possession.

Following arraignment at Justice of the Peace Court 2, Mr. Fleming was committed to Sussex Correctional Institution on $108,000 cash bail.
