Dover man charged in rape near library

DOVER — A 27-year-old Dover man was arrested in connection with a rape Sunday, Dover police spokesman Sgt. Mark Hoffman said.

Officers were called to the parking lot of the Dover Public Library, 35 Loockerman Plaza, at 2:13 a.m. to check on the welfare of a 46-year-old woman. According to Sgt. Hoffman, the woman told police that she was sleeping near the library’s entrance when she was awoken by a man who stole her phones and a knife. The woman told police she tried screaming for help, but that the suspect made threats against her life if she did not stop, authorities said.

The suspect proceeded to rape the woman and fled the area on foot, Sgt. Hoffman said. Officers obtained video footage of the incident and used it to develop a description of the suspect.

While searching for him, officers located Tywon Mack, who police identified as homeless, in the lobby of Bayhealth Hospital, Kent Campus’ emergency room. Police said Mr. Mack was wearing the same clothing as the suspect in the video and was found to be in possession of some of the victim’s property, as well.

Mr. Mack was taken into custody and charged with first-degree rape (three counts) and first-degree robbery. He was committed to Sussex Correctional Institution, Georgetown, on a $180,000 cash bond.
