DOVER — The House Judiciary Committee voted to move forward with House Substitution 1 for House Bill 302 on Wednesday which criminalizes the creation or possession of an altered or fake vaccination document, including any electronic vaccination card.
The bill would make that action forgery in the second degree.
The bill was sponsored by Rep. Paul Baumbach, D-Newark, Sen. Kyle Evans Gay, D-Talleyville, Sen. Stephanie Hansen, D-Brandywine, Sen. David Sokola, D-Middletown, and Sen. Jack Walsh, D-Townsend.
House Substitution 1 of HB 302 revises the language used to describe the altered or fake vaccination document so it cannot be read as requiring each of the details listed in the initial bill. This act also makes corrections to conform existing law to the standards of the Delaware Legislative Drafting Manual.
With House Substitution 1 of HB 302 voted out of the House Judiciary Committee, the bill waits on the ready list where it will be voted on by the House. Should the bill receive favor from the House and Senate, Gov. John Carney can sign the legislation into effect.
