Deadlines force Dover council to OK marijuana industry
Some detractors vote yes to maintain city control

Dover City Council approved ordinances Monday that will allow all types of marijuana businesses, whether retail, cultivation, manufacturing or testing.
During the meeting, council members — even those opposed — said it became clear that passing the regulations was their only option to maintain city control rather than be under state rules.
