According to police, troopers found Xavier Ramos asleep in a vehicle parked at Shawnee Store at 6994 Shawnee Road at approximately 10:59 a.m. He had drug paraphernalia sitting on his lap in plain view with an unknown white substance inside, authorities said. A 38-year-old Dover woman in the vehicle was seen with drug paraphernalia in plain view sitting in her lap, police said.

Both of the vehicles occupants were taken into custody without incident.

Police said a vehicle search located approximately .20 grams of a cocaine/meth style crack rock, 2.39 grams of an unknown powder substance, and 27.45 grams of marijuana, along with drug paraphernalia, 21 Xanax pills and a 9 mm handgun loaded with 11 rounds of ammunition.

A computer search revealed Mr. Ramos is a person prohibited from possessing a firearm or ammunition, police said.

Mr. Ramos was charged with possession counts including firearm by a person prohibited, ammunition by a person prohibited, with intent to deliver a controlled substance, possession of a controlled substance, and drug paraphernalia. He was arraigned in Justice of the Peace Court 3 and committed to Sussex Correctional Institution on a $32,201 secured bond.
