Arrest made in Dover firearm case

DOVER - Luis Nieves, 30, of Dover, has been arrested following several firearm complaints, authorities said Friday.

Dover Police spokesperson Master Cpl. Ryan Schmid said investigation began Wednesday at 9:27 p.m. when a report was received of a male, with a beard, carrying a firearm and walking around the 100 block of North Halsey Road.

Police said the man was reportedly attempting to locate someone.

Officers responded to the area and were told that the suspect left in a gold Honda with dark tinted windows. The suspect was not located at this time, police said.

At 11:32 p.m., Cpl. Schmid said, police received another report of the same suspect in the gold Honda shooting a gun out of the vehicle in the 100 block of North Halsey Road. Officers responded to the area and located the vehicle pulling into a driveway in the 100 block of North Halsey Road.

Officers conducted a traffic stop on the vehicle and contacted the driver, an adult male, Nieves, who was the front right passenger, and an adult female who was the rear passenger, police said.

When Mr. Nieves was taken into custody, police said, officers noticed signs that he was impaired by alcohol.

During a search of the vehicle officers located a black Glock 19 9mm handgun concealed under the front passenger seat along with several alcohol bottles in the vehicle, police said.

The ensuing investigation determined that Mr. Nieves was the suspect from the earlier complaints and was intoxicated, police said. It was also determined that the other two occupants in the vehicle had no involvement with this incident or the firearm.

Mr. Nieves was charged with possession of a firearm during the commission of a felony, carrying a concealed deadly weapon, possession of a firearm while intoxicated, disorderly conduct, and a city ordinance for discharging a firearm within the city. He was committed to Sussex Correctional Institution on $23, 601 cash bail.
