Alleged carjacker facing vehicular homicide charge after multiple crashes in New Castle

NEW CASTLE — A 30-year-old New Castle woman has been charged with second-degree vehicular homicide and multiple other felonies after she allegedly committed two carjackings, was involved in multiple crashes — including one in which a pedestrian was killed — and kidnapped an individual Sunday.

In addition to the vehicular homicide count, Brittallia Semaan was also charged with first-degree kidnapping, first-degree robbery (two counts), first-degree reckless endangering (four counts), terroristic threatening (five counts), leaving the scene of a collision resulting in death, failure to report a collision and failure to remain within a single lane.

Ms. Semaan was arraigned in Justice of the Peace Court 11 and committed to Baylor Women’s Correctional Institution, New Castle, on a $254,000 cash bond.

According to Delaware State Police, the suspect committed the first carjacking in the area of 4049 New Castle Ave. around 9:30 a.m. Sunday, and the vehicle she fled in later struck another head-on on Del. 141. The vehicle also fatally struck a 48-year-old male, just south of Boothhurst Boulevard, police said.

Authorities said Ms. Semaan later committed a second carjacking, eventually crashing into another vehicle southbound on River Road. During the series of events, she also fled one scene in an SUV still occupied by a 77-year-old woman, police said.

She was finally taken into custody by an off-duty Wilmington police officer and a former New Castle County officer.
