Riley picked by Gov. Hogan to be District Court judge

ANNAPOLIS — The State’s Attorney for Caroline County who for two years was an assistant state’s attorney in Somerset County was appointed by Gov. Larry Hogan to be the next District Court Judge in Caroline County.

Baltimore County native Joseph A. Riley came to Princess Anne to clerk for Somerset County Circuit Court Judge Daniel M. Long and was hired in August 2008 by then-State’s Attorney Kristy Hickman to be a prosecutor in her office.

However, a month after the 2010 election State’s Attorney-elect Dan Powell, (now Circuit Court judge since September 2017) informed Mr. Riley by letter that his services would no longer be needed and he eventually found a position in Caroline County.

In 2018 Mr. Riley was elected State’s Attorney after serving two years as Interim State’s Attorney.

Mr. Riley currently serves as the Legislative Chair of the Maryland State’s Attorney’s Association and was recognized by the U.S. Attorney’s Office for the District of Maryland for a Human Trafficking prosecution performed in April 2018. That same year, Mr. Riley and members of his prosecution team were recognized as “Heroes” by the National Center for Missing and Exploited Children.

From 2018 to 2020, he served as an instructor at the Maryland State’s Attorneys Association Young Prosecutor training school.

Mr. Riley received his B.S. from the University of Maryland Baltimore County and his J.D. from the University of Baltimore School of Law. One bit of trivia is the fact that Mr. Riley was one of the many contestant who challenged, but lost, to record-setting Jeopardy winner Ken Jennings back in 2004.

Gov. Hogan also announced this week the appointment of Christine Celeste to the Anne Arundel County Circuit Court and Patrick J. Devine to the Charles County District Court.

“I am confident that Ms. Celeste, Mr. Devine, and Mr. Riley will bring valuable experience and knowledge to the bench and will continue to honorably serve their communities,” the governor said.
