Man alleged to have shown gun at Westover store located, killed by officers; victim, officers identified

WESTOVER — A man who allegedly pointed a gun and demanded money at a Westover convenience store was shot and killed by police after a confrontation near the intersection of U.S. 13 North and Perry Road.

It was shortly before noon on April 25 when Sheriff’s Office deputies responded to a 911 call at the store about the man who had fled the scene. Shortly thereafter, approximately two miles away, a deputy identified a man who matched the description provided by the 911 caller, and when he was approached there was an exchange of gunfire, according to Chief Deputy Paul Keplinger.

The man, later identified as 24-year-old William Robert Brink of Salisbury, then fled toward a nearby field.

Sheriff’s Office deputies, officers from the Maryland State Police, and the Princess Anne Police Department responded to the area. When officers located Brink, he fired his handgun again. State trooper and a Sheriff’s deputy discharged their firearms, and the subject was struck. No one other than the subject was injured.

Officers who approached to render aid recovered a firearm next to the victim. Brink was transported by Medevac to TidalHealth Peninsula Regional where he was pronounced dead.

Due to the nature of this incident, the investigation is being conducted by the Independent Investigations Division of the Maryland Attorney General’s Office. A body-worn camera was active at the time of the incident and is generally released within 14 days of the incident.

The involved officers have been identified as MSP Cpl. Jason Dykes, a 17-year veteran currently assigned to the Criminal Enforcement Division; Sheriff’s Office Sgt. Kevin Goepfert, a 13-year veteran currently assigned to the Patrol Division; and Deputy First Class Anthony Jackson, a 3-year veteran currently assigned to the Patrol Division.

The Independent Investigations Division is being assisted by the Maryland State Police, with the MSP following protocol where it utilizes personnel who are assigned to a different region of the state.

Due to the incident Washington Academy and High School went on lockdown for approximately 30 minutes.
