Dagsboro Town Council approves early plans for office/retail center with apartments

DAGSBORO — Town Council granted approval to preliminary site plans for the Vines Creek Center, a proposed mix of office/retail space and apartments in the town center zoning district, on Feb. 23.

Preliminary plans — presented by Carlton Savage, representing Clay Snead/Snead Properties — call for three separate buildings on property nestled between Rosana’s Holistic Hair Studio and Heather’s Home Works, near the Del. 26-Del. 20 intersection at Armory Road.

Each two-story building will encompass 4,800 square feet, with offices on the ground floors and apartments planned for the second floors.

“We did sort of show it as a two-phased thing. That will be based on financial funding as the project moves forward,” said Mr. Savage prior to council’s vote. “We’re anticipating medical offices or professional offices.”

Kyle Gulbronson, the town’s AECOM engineer consultant, said the preliminary plans meet permitted uses for the town center zoning district, in terms of bulk standards, setbacks and parking.

Following its review, Dagsboro’s Planning and Zoning Commission recommended approval, with conditions. Brad Connor, the P&Z Commission’s president, said approval is recommended “with knowledge that Snead Properties must present agency approvals and architectural drawings prior to the final approval process.”

Mr. Gulbronson added, “Along with the final plan presentation, a lighting and landscape plan has to be submitted to the town for approval.”

At a special P&Z Commission meeting Feb. 11, Mr. Savage unveiled the new preliminary plans for the property — originally earmarked for an upscale liquor store — and commissioners approved them.

The liquor store prospect spurred a request from Mr. Snead for an amendment to town code that would allow liquor stores in the town center district.

Then, back in September, council approved the preliminary plans for the liquor store with a 3-1 vote. However, at a special Dec. 2 meeting, council, acting on legal advice from Town Solicitor Gregory Morris, voted 4-0 to rescind its previous approval.

The subsequent change to an office/apartment use for the property meant the town was able to cancel plans to canvass residents, possibly through a public referendum.

Final plans for the project will soon be presented to the P&Z Commission for approval.
