QOTD: Toll amnesty

Here is the Question of the Day:

A bill passed by the Senate would offer a one-time amnesty period for drivers with toll debts in collection, allowing drivers who fail to pay tolls on Del. 1 or I-95 to pay a portion of their fines. Currently drivers have failed to pay $143.4 million in debt for toll offenses. What do you think of that?
