Two drug arrests made in Seaford

SEAFORD — Two men were arrested on numerous felony charges following a drug-dealing investigation Tuesday, Delaware State Police said.

According to Senior Cpl. Leonard DeMalto, at approximately noon, members of the Sussex County Drug Unit executed a search warrant at a residence on the 300 block of North Street. With assistance from the Special Operations Response Team and the Seaford Police Department, detectives took Victor Hammond, 32, of Bridgeville, and Derrious Signey, 30, of Seaford, into custody inside the home without incident.

A search located what was suspected to be raw heroin and heroin, plus cocaine, crack cocaine, marijuana, oxycodone, a loaded handgun, ammunition, drug paraphernalia and over $2,800 in suspected drug proceeds, police said.

Computer checks showed that Hammond is a convicted felon prohibited from possessing firearms and/or ammunition, Cpl. DeMalto said, and that Signey is a convicted drug offender, also prohibited from possessing guns and/or ammunition.

Hammond was charged with possession with intent to deliver a controlled substance in Tier 2 and Tier 3 quantities, possession of ammunition by a person prohibited, possession with intent to deliver a controlled substance, possession of drug paraphernalia, possession of a controlled substance, operating a clandestine laboratory and second-degree conspiracy. He was arraigned by Justice of the Peace Court 2 and committed to Sussex Correctional Institution, Georgetown, on a $202,600 cash bond.

Signey was charged with possession with intent to deliver a controlled substance in a Tier 3 quantity, possession of a firearm while possessing a controlled substance, possession of a firearm by a person prohibited, possession of ammunition by a person prohibited, possession with intent to deliver a controlled substance, possession of a controlled substance, possession of drug paraphernalia, possession of marijuana, operating a clandestine laboratory and second-degree conspiracy. He was arraigned by Justice of the Peace Court 2 and released on a $40,801 unsecured bond.
