Question of the Day: Should eminent domain be used to develop communities?

Here is the Question of the Day:

House Bill 458 would have provided the city of Wilmington the authority to seize vacant or abandoned property for community development efforts and prevent the “decline or decay of the property or its surrounding area.” The legislation sparked outcry from City Council and residents and was tabled this session. Should cities and towns be granted expanded eminent domain laws in the name of development?
