SEAFORD - Melvin Phillips, 60, of Seaford, was arrested for felony DUI following a traffic stop Tuesday night, Delaware State Police said.

According to spokesman Senior Cpl. Leonard DeMalto, at approximately 8:20 p.m., a trooper on patrol observed a blue 2000 Chevrolet Cavalier traveling westbound at a high rate of speed on Middleford Road near Tharp Road.

The trooper stopped the car and contacted the driver and only occupant, Mr. Phillips, police said. The trooper detected signs of impairment and smelled alcohol coming from Mr. Phillips’ breath, police said.

Mr. Phillips was subsequently taken into custody at the scene for DUI. A computer check showed he had four prior convictions for DUI, police said.

Mr. Phillips was charged with fifth offense DUI and numerous traffic charges, police said. He was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $8,004 cash bond.
