Dover man charged with home improvement fraud

Dover man charged with home improvement fraud

DOVER - Stephen Kurtz, 57, of Dover, was arrest on a home improvement fraud charge following an investigation that began in early January, Dover Police said.

Authorities said that investigation began when an 85-year-old Dover woman contacted detectives to report the alleged incident. The woman’s house in the 800 block of Forest Street was damaged by a fire in 2022, and she needed the house to be renovated as a result, spokesman Master Cpl. Ryan Schmid said.

The woman, police said, entered into an agreement with Mr. Kurtz, and Kurtz Construction LLC in April of 2022 for the work to be completed. As of March 2023, the woman has paid Mr. Kurtz over $95,000, and the work that was said to have been completed, is not, police said.

Detectives obtained warrants for Mr. Kurtz and he was arrested on Thursday. He was charged with home improvement fraud over $1,500 and released on his own recognizance.
