Question of the Day: Should the governor sign the marijuana bill?

Here is the Question of the Day:

House Bill 371, recently passed by the House and Senate and sent to Gov. Carney, “removes all penalties for possession of one ounce or less of marijuana, except for those who are under 21 years of age.” Penalties remain in place for possession of over one ounce, along with selling and growing marijuana. Should the governor sign the legislation? Why or why not?
