Cape Henlopen superintendent explains impact fee push

Four Cape Henlopen School District employees, operating on personal and professional capacities, lobbied Sussex County Council on Tuesday to implement impact fees enabled by state legislation last year.

However, four council members were critical of the measure, with one recusing himself during earlier discussions.
